Hmmm, I think the number 9 key is the fine step key?  If you press 9 by 
itself, you can turn the multi-channel knob to set the finer steps.  If you 
press the func key first then 9, you set the step size used by the 
multi-channel knob.

So, I think what you want to do is press 9, rotate the multi-channel knob to 
the left, and press 9 again to save the change.

    Here's one for you TS-2000 users:

I've been set up so that one turn of the main tuning knob will give 1 khz
frequency change.  Somehow I've lost that and can't remember what I did or
how to get it back.  Menu 2  has settings for 1000 or 500, which will give
either 10 khz or 5 khz per turn of the knob.    What's the secret trick to
get back 1 khz per turn?
