CHAIRMAN POWELL NAMES IAAIS MEMBER TO FCC'S RESTRUCTURED CONSUMER ADVISORY
COMMITTEE
FCC Chairman Michael K. Powell has appointed International Association of
Audio Information Services (IAAIS) member Mike Duke to the FCC's Consumer
Advisory Committee (CAC) to represent the interests of blind and visually
impaired persons, licensed radio amateur operators, and management of audio
information services for the blind.
Mike Duke is Director at Radio Reading Service of Mississippi, an 8 station,
statewide network headquartered at WMPN in Jackson, Mississippi.  As a
longtime advocate for the rights of blind and visually impaired citizens, he
has contributed professionally and as a private individual through his work
in several local and national organizations, including service on the IAAIS
Board of Directors.
"Mike is an ideal candidate for this post, as he has been involved with
IAAIS for many years and is an avid Ham radio enthusiast," says David Noble,
Chair of the IAAIS Government Relations Committee, "he is in a good position
to help the FCC be mindful of the need to make new digital FM Radios (HD
Radios) accessible to people with disabilities and other issues related to
blind and visually impaired citizens under Section 255 of the
Telecommunications Act."
The Committee previously worked for two years as the FCC's
Consumer/Disability Telecommunications Advisory Committee (C/DTAC).
Chairman Powell has rechartered the group to reflect a broader scope of
responsibilities and says the new Committee is representative of the FCC's
many constituencies, offering expertise and diversity to provide a balanced
point of view as required by the Federal Advisory Committee Act.
In all, 35 members were selected to serve on the Consumer Advisory Committee
from more than 100 applications representing 28 states and the District of
Columbia.  The group represents 30 organizational members and five
individual members.  Shirley Rooker, President of Call For Action was named
Chair.
During the CAC's two-year term, the Committee will address a number of
topics including:
? Consumer protection and education (e.g., cramming, slamming,
consumer friendly billing, detariffing, bundling of services,
Lifeline/Linkup programs, customer service, privacy, telemarketing abuses,
and outreach to underserved populations, such as American Indians and
persons living in rural areas);
? Access by people with disabilities (e.g., telecommunications relay
services, closed captioning, accessible billing, and access to
telecommunications products and services).
? Impact upon consumers of new and emerging technologies (e.g.,
availability of broadband, digital television, cable, satellite, low power
FM, and the convergence of these and emerging technologies); and
? Implementation of Commission rules and consumer participation in the
FCC rulemaking process.
The first meeting will take place Friday, April 25, 2003 from 9:00 A.M. to
5:00 P.M., at the Commission's Headquarters Building, Room TW-C305, 445 12th
Street, S.W., Washington, DC 20554.  Future meetings of the Committee during
calendar year 2003 will take place on Friday, July 11, and Thursday,
November 20, at the same time and location.
