Hi,

How are you carrying out the measurements (introducing a tone at the
mic input?

Are you measuring peak or mean power?  Most meters will not give a
true reading on ssb unless you have a peak hold.

What about the power supply?  Do you have a long lead causing voltage
drop when current is being drawn?  It the supply providing a stable 13.8
volts?

Also, are you measuring in to a 50 ohm load?  I believe the older gear is
less fussy about swr than the new.
