I'd suggest replacing the filter caps.  Often those supplies used voltage 
doublers which are strange circuits using diodes and caps.  If you get a 
hum and relay chatter, sounds like unfiltered dc.  Also, you can check 
voltages with a dvm, but be careful. <smile>  I'd bet filter caps though.
