Hi Bob,

Before Cortana will work, you have to enable it.  When you turn Cortana 
on, the app will ask you several questions and one of them is do you 
want Cortana to be always listening.  I had that mode working for a 
while, but I finally turned always listening off as I got too many false 
trips.

On your desktop, windows C will make Cortana listen.  You can also just 
hit the windows key and tab once and hit enter and that combination will 
also make Cortana listen.
