Dave,
If all else fails one could adapt a 15 volt wall wart by adding an
adjustable voltage regulator and a few parts. Don't think I've ever seen 10V
chargers.  I believe there are 3 amp versions of the good old LM317
adjustable regulator. Ever done any building?? or have any local friends who
have?

Last desperate hope.
