its a radio programming package for handheld radios and some mobiles. it allows the user to program memories, set other features, etc. Its supposed to be the general purpose wide support for a lot of handheld radios (including the chinese variants). However, it has one big failure: no accessibility support for screen readers on windows or OS X. THis pretty much means that the blind ham can't use it.
