Remember that port assignments will vary depending on several things,
including whether you have an internal modem, how it's configured, etc.  In
the past, at least, I know that if you had three ports actually defined (an
internal modem, say, and two physical ports on the computer), you couldn't
put anything on what would be port 3 until and unless both ports 1 and 2
were in use ... that is, you couldn't assign a device to port 3 without
having devices already using 1 and 2.  The whole issue of COM ports can be
really confusing.
