I wonder what happens if none of the preset factory settings are good for a 
particular location?  Is there an optional to change the length for minimum 
swr?

Hi Richard,

I have no experience with the verticals, but I have the Steppir 3 element
Yagi here.  As far as I know, the controller for the vertical, is very
similar in both layout and operation to that of the Yagis.

There are dedicated buttons for each of the bands covered.  These have been
pre-programmed with factory preset optimum  lengths for certain points on
each band.
There can be more than one preset length on each band, e.g. on 20 metres
there are 3 settings, 14.050, 14.200 and 14.300.
each subsequent press of the band button cycles the antenna between these
points.

There is also an optional transceiver interface available, which when
connected to your radio  allows the antenna to track the frequency and
automatically adjust the antenna's resonance accordingly.

I have a text copy of the userguide for the controller which I could send
you if you're interested.  There is also a Steppir yahoo group with many
knowledgeable users.
