Before you get too far into creating a special browser, I would first
examine the capabilities if the current crop of browsers and screen readers.

For example, I use a screen reader called Window-eyes, and IE 3.02 as my
browser.  Standard forms pose no problems whatsoever, as long as the
various controls are labeled sensibly.  Also, lynx works very well for
those with shell access or just who prefer dosish browsers.
