The first thing i do after verifying my settings is do a line test.this can
be done several ways ,I use the hyperterminal in windows 98 to do this using
the following steps.Start here and then do a bandwidth test.If none of these
help try anouther modem if you can to see if you get the same results.Here
are the steps for the line quality test.

To get an indication of the quality of the phone line, you should make a
connection to your Internet Service Provider (ISP). To do this, try the
following:

1. Open up a terminal window.( start,programs,accessories,communication,
hyperterminal)

In Windows 95/98/NT:

A. Click the Start button and choose Programs, Accessories,
Hyperterminal.
B. Double-click on Hypertrm.exe.
C. When the program comes up, type in TEST for the name and hit the Enter
key.
D. In the next window, type in 1234 for the phone number and make sure your
Diamond Modem is selected as the device to "Connect Using." Then hit Enter.
E. On the third window, click on Cancel.
F. You should now be at a blank terminal window.

In Windows 3.1x:

A. Open the Accessories group and run Terminal.
B. Click on Settings and choose Communications.
C. Be sure you change the comport to that which the modem is using, then
click OK.
D. You should now be at a blank terminal window.

2. In the terminal window, type in ATZ and hit the Enter key, even if you
don't see it appear on the screen. It should respond with OK.

3. Now type the command ATDT###-#### (where ###-#### is the phone number to
your ISP) and hit Enter.

4. The modem should dial and connect to your ISP. You will either see a
"Login" or "Password" prompt. Type "+++" (without the quotes). The modem
should respond OK.

5. Type AT&V1 and hit Enter. The modem will respond with a list of
information concerning the connection. You should write down the value
listed as Line Quality.

6. Type ATH and hit Enter. This will disconnect the modem from your ISP.

7. Repeat steps 3 through 6 at least 5 times. This will give you an average
value for the Line Quality.

Line Quality values greater than 25 generally indicate that the modem is
sensing excessive line noise. If this is the case, there is usually not much
that can be done to decrease the noise. You may want to contact the phone
company to determine whether they may be able to enhance the line quality.
