You installed the original drivers, does the cdrom drive work
when you boot from the hard drive? This is your goal.  If you have to,
reformat your hard drive.  Boot from the win98 diskette and when you get
the menu choose no cdrom support, then run format c: /s to make the hard
disk bootable.  Then install the panasonic drivers and verify the cdrom
works.  make sure himem.sys is on the hard disk and is correctly loaded
with a device=config.sys line in config.sys
Insert the win98 cdrom, change to the cdrom drive letter, and
run setup.exe.  You don't need to use the win98 diskette at all.
Your system should start loading from the cdrom as if your system
was booting from the cdrom, which I gather it is not able to do.

I have a 4X Panasonic Matshita CR574B CD-ROM (bought in 1995, it came with
the original system configuration).  Using a Windows98 Boot disk I cannot
install Windows98.  I get following error message: Device not found no
OEMCD001.

I have the original drivers installation diskette for the CD-ROM device...
