W98 OEM install problem

Hi,

I bought a laptop(PC ARK slimline) a while back.  Anyway, it crashed and
said I had to reload windows.  It came with the OEM version of W98(for use
with a new PC only).  I have tried to reload it several times but get the
same result: after it loads and goes to reboot it hangs at the W98 display
screen.  If I restart it, it will boot up in safe mode, but not in normal
mode--just hangs up at the display screen.  Any help appreciated,
