I would suggest running the cable inside its own conduit within the larger
3" conduit.  You can probably use 3/8" or 1/2" PVC conduit to facilitate
this.  It may be cost prohibitive even though PVC is cheap, but I think in
the long run you will saving yourself a lot of headache.

You should also check with your local building office on this.  It may be
against the code NOT to use a conduit.  Or they may have other ideas for you.
