A significant revision of the Burra Charter has been in process for several years.  I believe it was passed for adoption late in 1999.  Not sure when it will be available publicly.  You might want to ensure you have an electronic copy of the 1988 revision before they replace it!

I think the revision is okay.  As somebody who is more interested in architectural conservation (the mechanics of historic preservation?), it doesn't do much more for me than it did previously.
