There is another interesting international e-mail list which deals with
technology for the blind.

There are many issues which arise when using a non-English computer
keyboard for people with disabilities. This is important, since computing
for the disabled in English is already complex. The additional layer of
problems caused by many non-English character sets has all of those
difficulties, as well as more.
