Can one computer mount drives on the other computer successfully? [can you open
files, update, etc]. If you can mount drives on a different computer, but not
see that computer in Network Neighborhood, this is an IP problem. You need to
make sure that the IP's you choose are in the same dotted-quad as each other.
Example:

computer1:
IP: 9.9.9.1
gateway: 9.9.9.9
subnet: 255.0.0.0

computer 2:
IP: 9.9.9.2
gateway: 9.9.9.9
subnet: 255.0.0.0

If, however, your two IP's are: 9.9.9.1 and 1.1.1.1, then you won't be able to
resolve in NN, but you WILL be able to mount using the WindowsExplorer (??!!!)

OTOH, if you can't mount nor see in NN, then it's probably a hardware problem.
Check if your NICs installed software on your computer; often their is a
"network test" option [both 3com & Intel's NICs I've used include this]. This
will determine if packets can be sent between the two NICs, verifying both NICs
and cable.

You can also try pinging the other computer's IP address and/or computer-name
from a ms-dos prompt from winblows.
