I have PS775 Viewsonic monitor & ATI Wonder Pro video card. The drivers
default the V-Freguency to 60Hz & H-Freq. to 37.70Hz. I'm running at 800 x
600 resolution. I was wondering if one can step up these rates to get
better refresh rates with this monitor? I know that if you run them too
high you can damage the monitor. Would there be any advantage to this. I
find running the TV tuner snowy on full video which is likely due to
resolution of the TV signal or can this be fixed?

Which is worse, to spend more than you expected or less than you should?
