This is a common issue with about half of the Windows98/98SE users.
I personally fought this issue until we found an excellent resource to solve
the problem. There exists a patch file that will solve this problem for
most Windows98/98SE users that can be downloaded from our web
site at: http://nospin.com/pc/pcs05-012.html
This only reads your install CD and rebuilds the Windows98 installation
in a fashion that makes it very stable. I have seen no harm to anyone's
system who has used this patch file, todate.
Be sure to read the instructions, you will need your install CD handy,
(this will not run from a hard drive install directory, you must have the
install CD). But, all the information you need is on our web site and
the file is available for download... about 17k.
