With a 12 year gap, how long would the newly coated portions take to catch
up? Would that have to wait until the first cleaning? On a related topic, I
wonder if the nature of airborne grime has remained constant in this era of
cleaner burning vehicles and smokestack scrubbers on coal fired power
plants.

How long it will take to catch up is impossible to predict with any
accuracy, but it will make an interesting study, won't it? A white precast
concrete building in Boston that we worked on in 1985 or so, had patches
matched to the brilliant white clean cross-section instead of the soiled
face of the building. It looked like hell for 10 years until it all got
dirty enough to "blend".
