Sorry Ralph, just saw this post.  You're probably right about the laminating, although I have seen tempered glass panels which were point fixed stay in place, especially at low levels of buildings.  Depends how long it has been there.  More than a couple of days, and I'd tend to agree with you about the laminating.

Laminated glass is the direction of the present (and the future?) in big buildings due to the safety and security issues associated with the way glass breaks.  Lots of challenges for the future conservators when the interlayers start to break down ....
