Ways and Means Committee Completes Action on Work Incentives
Legislation.

Advocates Urged to Continue Pressure on Congressional Leaders
and The President:  Phone Calls Needed Immediately!!!

SUMMARY:

Yesterday, the House Ways and Means Committee marked-up a combined
version of the work incentive bills.  The new bill, the Ticket to
Work and Work Incentives Improvement Act of 1999, H.R. 3070, was
favorably reported to the House floor for action.  The House floor
vote could occur as early as next Wednesday.  Important decisions on
some of the remaining issues will be made today.

The Ways and Means Committee action signifies great progress on the
bill.  However, as noted in the Action Alert of Oct. 13, some of the
important provisions, particularly Medicaid provisions, have been cut
back in order to fit within the identified pay-fors in the bill.
(Pay-fors are those provisions that provide the funding to pay for
the bill.  No new programs can be established without being paid for.)

It is imperative that the House and Senate leadership and the White
House come together NOW to negotiate an agreement that covers all of
the important pieces of the bill with pay-fors that do not harm
people with disabilities or their families.  While the legislation is
moving and stands a greater chance of passage now than several weeks
ago, there are still some very serious issues that must be resolved
regarding Medicaid funding, continuing disability reviews, and the
pay-fors, among others.  Continued pressure by the grassroots is
vital!  Phone calls need to be made as soon as possible today!

ACTION:
Contact: President Bill Clinton, House Speaker Dennis Hastert (R-IL),
House Majority Leader  Richard Armey (R-TX), House Majority Whip Tom
DeLay (R-TX), House Minority Leader Richard Gephardt (D-MO), Senate
Majority Leader Trent Lott (R-MS) and Senate Minority Leader Tom
Daschle (D-SD).

Urge them to work together NOW to negotiate an agreement that covers
all of the important pieces of the bill with pay-fors that do not
harm people with disabilities and to complete enactment of the Work
Incentives Improvement Act in this Session.
