I have a Win 95 Rev B laptop that does the same thing. I followed Micro$oft's troubleshooting guide and determined that Windows shuts down properly but will not turn itself off or display the "safe to turn off" screen. If it does not want to run scandisk maybe this is happening to you as well.

Howdy all
I have a computer I am working on for my Aunt that I have had alot of problems with. The computer was damaged in an electrical storm and I have basically had to rebuild the whole system. The only thing left original is the case itself (AT)
I have tried both Windows 98 FE and SE and I get the same problem with both. Everything seems to work fine with this system except for when I try to shut it down. When I shut down I get the screen saying Windows is now shutting down, and it hangs there every time. It wont continue on to the screen where it says it is now safe to shut off the computer. When I power down from here myself, and then restart I dont get the error of shutting down Windows improperly, and there is no Scandisk performed. Its like the bad shutdown never really happened as far as the computer sees it.
