After reading all the replies I will suggest a few I did not see.

Is the serial port used by any other External device? (mouse, modem).  If
not, make sure it's activated in the bios,
If it's turned off it won;t work. and make sure that the com port you want
to use is in the device manager.  One off the wall thing you might try is
turning off the FIFO for that come port.  I had a similar experience with a
PIM on the wife's machine that would not work unless that feature was off.
This is located under the properties of the port in the device manager.  If
all else fails, take it back and get a replacement.
