  Because a 486 lacks the "horsepower" for a WinModem, I'd steer away from
PCI.  You *may* be able to find an inexpensive ISA modem that will suit you,
but if you're going to buy new, you might as well insist on v.90 (56K
standard), and so I'd opt for external over ISA.
  USR's "Courier" is my preferred "premium" model, but amongst less expensive
modems I've had excellent results with several from "Best Data".
