Ralph: Sadly, many SHPOs are reduced merely to doing the administrative
things required by law, and serving as a glorified yellow pages directory.
Others do have muscle, and can effectively insert themselves as advocates,
without raising a governor's ire. It varies from one state to another,
maybe Delaware's one of the buff ones.
