This sounds too simple to be the cause, but in the interest of
leaving no stones unturned, is the card set to 256 colors?  This
will cause ( at least with my diamond equipped pc's) all of your
described symptoms.  Changing it to 32bit color sent my frame
rate up over 200 in the benchmark I used.

I told him that his machine couldn't run Quake 2 adequately with the current
video card, so we went out and bought the V770. .......Installed the card
and the drivers supplied by the manufacturer.

Now everything seems to have slowed down dramatically..............
