Scandisk will usually run automatically at startup if the machine was not
shut down "properly"....
I recently had a problem with a system running Win 98 SE. When I selected
"shutdown", it would power itself OFF before completing the Windows shutdown;
this meant that, like your machine, it would practically always run Scandisk
when booted back up.
In my case, it looks like this may be the result of a conflict between the
motherboard and one of the hard drives; I wouldn't expect that on a stock HP
box, so that's probably not your exact problem.
But the key is that this is probably a symptom of a *shutdown* problem, and
you should grab the Microsoft KB article about troubleshooting shutdown
problems and see if it can help.
