Since I've only seen the first paragraph my revisable opinion about the
ruling: latitude with the State with some tilt toward community placement as
the more desirable outcome.  Since there's a court remand it becomes
imperative to obtain community placement standards.  They would help
restrict State latitude and emphasize community placement.

The struggle for freedom goes on.

Guess I'm getting gray in hair and outlook.
