Yes, I'm in shock but not for the reason you suggest.

The rules you have given are not the rules of the org.  They are the
meta-rules.  The meta-rules are the rules for making the rules.  You
weren't asked for the rules for making the rules.  You were asked for
the rules.  I thought it was clear that I was asking for your
hypothetical set of rules for your hypothetical org.  I'm shocked that
you didn't understand that.

Any bonehead can come up with a set of meta-rules.  Now generate a
workable system from them.  A hypothetical one.  Imagine that the
Milutin Revelation has come to pass, and your org now exists.  Imagine
that all the people are Milutin and Milutia clones.  They all think
like you do, at this starting point.  List the rules of that org in
what you imagine will be its stable state, including how many people
it will have as citizens, who gets to vote, who gets to become a
member, where the boundaries of the org are, how contracts are
written, how disputes are settled, how defense is handled, how
relationships with other orgs are handled, who speaks for the org, how
police work is done, medical work, scientific research, education,
transportation, enforcement of laws, dealing with crime (I know you
don't think there will be any crime but, just in case...).  Property
issues.  Don't forget those.  You have listed your constitution, which
I already knew.  Now list the rules.

Take your time.  Get it right.
