Jerry, I check for grounding shorts by running the motherboard outside
the case on a bench, although I have never had that problem with an ATX case.
Disregarding a grounded motherboard, I would say my best guess
is a case set to 220 instead of 110, although how that might have
happened.....:). If that's not it, and the board will not come up with
nothing except cpu, memory, and video installed, replace it.
I once saw a guy who was selling at a swap meet spend the better part of
Sunday afternoon changing all the cases he sold Saturday from 220
to 110. There was a line of people bringing them back and complaining.
The complete systems that I saw returning tested fine as soon as he
adjusted the switch. Since then I include inspecting that switch as part
of my trouble-shooting.
