I've now had a look at the paper on John's site. It seems to me, as far as
one can tell from web pictures, that the damage to the paper is not
something that should condemn it.  Water stains and soot are part of its
history and to me at least merely confirm that it's old. A new paper would
look glossy and, well,  new.
Rather than searching for someone to re-make the paper, I think I'd be
looking for a paper conservator who could probably do a lot to minimise the
appearance of the stains and soot without losing the patination of the old
paper.
