I had the same problem with an Intel chipset on a BH6 motherboard with a PCI
winmodem. I solved the problem by changing the IRQ of com2 from IRQ 10 to
IRQ 3 and then I was able to get a dial tone again. This was a USR PCI
winmodem which Windows 98 installed to com2 irq 10. Try changing the IRQ to
4 (normal IRQ for Com3) from 10 and removing Com1 from the ports. I made
the change in Device Manager under the modem resources. Just like you the
modem was recognized but I could not get a dial tone. I have found that for
some reason the USR PCI modem would not work on IRQ 10 but would work on a
normal IRQ for Com 2, IRQ 3. Hope this helps.
