I'm getting back to you kind of late, but if you haven't yanked
the power supply yet, try some testing first. I had a diskette
drive connector malfunction that prevented even the power supply
fan from coming on. After replacing the case switch to no effect,
I disconnected everything except the motherboard and the system
booted. Trial and error isolated the diskette drive. When I replaced
the diskette drive the system ran fine. I threw away the old diskette
drive without further testing.

A beginner's question:
One of our PC's decided not to power up this morning. I checked outlet,
power strip, fuse, voltage setting and power cord with no resolution.
I'm guessing next thing to check is internal power supply.
