Slowing down HD speed

In an old message, Alan Schneider <[log in to unmask]> answered a
message called "cd drive on computer with 200MB HD?". In the answer, he said
that

the data will most likely only be passed as quickly as the slowest device on
the cable can handle it. You may potentially be slowing down the hard drive
a great deal if you Master/Slave it to the CD-ROM drive...

Can somebody explain why, when the HD and the CD are connected in the same
cable, the HD will follow the CD speed, even when the CD is idle?
