I think I finally have solved the problem although I cannot really tell if
my SCSI drive is as fast as it was before.
1) I downloaded the most current driver from adaptec.
2) I deleted the old scsi devices and reboot the machine. Windows found a
new hardware, and I led Windows to use the new driver. The system rebooted
again.
3) After reboot, I double-click the question mark PCI bus (unknown device)
in the system properties. I chose "Update" and select the location where
the new driver is. After updating and reboot, I don't have mouse freeze and
slow copying anymore.

From system properties, there are two identical Adaptec 2940 UW Dual items
showing under SCSI Controllers. I don't understand why it needs 2, but it
works. Maybe it's dual so it needs two!?

Whoever has the similar problem can give this a try.
