Force all interested parties to negotiate a settlement, as in Dayton,
and then enforce whatever those parties agree to.  I mean the
explanation for the NATO attacks makes no sense unless NATO was ready
and willing to do that job.  I'm not saying their method would be
morally or ethically right, just that, given the current system, it
would make sense.
