Melissa,
I would say, due to the fact that you state you only recently started trying
to use your modem, that it IS probably the modem itself that is the problem.
What you are describing is typical of either an incorrect setup string for
a modem, an incompatibility problem, or a bad modem. I would suspect the
setup string first, but given the make of the machine, a bad modem is a
better possibility that most. You might do some research on the
intialization string most appropriate for your modem, go into your modem
properties, get into the advanced settings, and under additional parameters
(I think that is the box name) put in the init string. One you might try if
you can't find anything particular is "AT&F&C1&D2". This seems to be a good
generic one that works often. Good luck!
