I already checked the pins, before trying a new floppy drive
cable. So that is not the problem.
In fact with further trial and error, I have found that with a
floppy drive attached, the computer will post 50% of the time as
long as there is no disk in the drive. I have never been able to
get it to post when there is a disk (I tried several) in the
floppy drive.
