Thanks for your response Tom.
I have varified that the voltage switch is set correctly. I have not tried
to boot with the board out of the PC, but since it appears that I will need
to remove it anyway to replace it I might as well try that. I have tried to
boot with just the CPU, memory and video installed. It just sat there
playing dumb.

Jerry, I check for grounding shorts by running the motherboard outside
the case on a bench, although I have never had that problem with an ATX
case.
Disregarding a grounded motherboard, I would say my best guess
is a case set to 220 instead of 110, although how that might have
happened.....:). If that's not it, and the board will not come up with
nothing except cpu, memory, and video installed, replace it.
