New mobo like the ones I use from Soyo, have a setting in the BIOS that
can be set to boot from an ATAPI CD-ROM on the IDE controller.

It will depend upon what kind of CD-ROM drive you have, and how it's
set up.
The NT CD-ROM is bootable; if your CD-ROM drive can be booted from
(usually
requires SCSI...), it will check to make sure that your (SCSI)
controller is
one that it supports.
