The additional cable pair between your house and the CO (Central
Office) may take a totally different route than the original and they
might have equipment between the two that doesn't pass 56K
modems. Call the USRobitics test line for modems with yours and
see if it says it is a line that can support 56K. (Sorry don't have
URL for it, but check the 3com web site for it.)
