He with either have to get with an ISP (probably the easiest) or
with Internic.
You didn't specify what the 30 or more IP's he needs.
More than likely he will need a Class C IP address
Example:
Let's say internic assign him the following network address:
206.212.60.0
He will have from Internic has assigned 206.212.60.x
from 206.212.60 to 206.212.60.255 your friend could use.
206.212.60.0 is reserved as the network address, and 206.212.60.255 is
reserved for
broadcast. So he would have 254 possible.
