DVS Guide (sm) - A FREE television viewing guide to programming that is
described for PEOPLE WHO ARE BLIND OR HAVE LOW VISION.


For eight years, Descriptive Video ServiceÆ (DVSÆ) has been "describing"
visual images for people who are blind or have low vision. Through an
innovative Emmy Award-winning technique, narrated descriptions of visual
elements actions, costumes, gestures and scene changesóare woven into the
pauses of a programís or filmís soundtrack.

This free, nationwide service, available to 80% of American television
households, is brought to you by Boston Public Broadcaster WGBH. Since 1990,
DVS has described more than 1,600 programs on the Public Broadcasting
Service (PBS). For cable customers, DVS has described more than 50 classic
movies which appear weekly on the Turner Classic Movies (TCM) cable network.


In addition to PBS programming, more than 175 popular movies and
documentaries are available on home video with DVS. These video tapes
require only
a regular Video Cassette Player and may be borrowed at more than 1,200
libraries nationwide, rented at 500 Blockbuster video locations or purchased
through the DVS Home Video Catalogue.  Catalogue listings are available
via recording at 1-800-333-1203, electronically via our website at

To receive DVS on television, a viewer first determine if his or her
local PBS station is participating.  He or she also must have either a stereo
TV or VCR with the Second Audio Program (S.A.P.) feature or an S.A.P.
receiver. To hear the narrated visual descriptions via your stereo TV or VCR,
simply activate its S.A.P. feature. To locate the S.A.P. feature consult
the TVís or VCRís ownerís manual or call the manufacturer.  An S.A.P.
receiver is a device which is able to tune in a channel, similar to a radio,
that carries the descriptions. It can be used alongside a TV or alone as
audio only. These are available either pre-tuned or adjustable. The following
manufacturers produce S.A.P. receivers: Compol, Inc. 1-800-972-0881,

Instruments, Inc. 1-800-443-0728 and FM Atlas 218-879-7676.

ARTHURô WITH DVS

ARTHUR, the daily, animated PBS childrenís program based on an 8 yr. old
aardvark and his friends, was nominated for the prestigious Prix Jeunesse
award and is the proud winner of the 1998 Emmy Award for best animated
childrenís series. Since it first appeared on public television in the fall
of 1996, its audience has climbed to 16 million viewers per week!  ARTHUR
has recently become the most popular pre-school childrenís series on
television.

KIDS LEARN WITH ARTHUR

DVS participated in the Association for the Education and Rehabilitation
of the Blind and Visually Impaired (AER) annual conference this year.  We
presented a session which explored the value of video description as a
teaching and learning tool, both in and out of the classroom.

In preparing the presentation, we spoke with many families about how
their children use DVS, and what skills they gain by having access to a daily
television program, such as ARTHUR. Carey-Anne Scouler, age 8, is a
die-hard ARTHUR fan. Her younger brother Danny, who is sighted, loves ARTHUR
too!  Since description was added last year, watching together is one of
their favorite activities. Their mom, Kelly Scouler, delights in listening to
Carey-Anne discuss ARTHUR episodes with her friends on their way to
school. She told us Carey-Anneís attention span has increased as she grows, and
she uses new vocabulary she learns from the description. Like most parents
we spoke with, Mrs. Scouler appreciates "ARTHURís" emphasis on
problem-solving skills. Arthur and his friends often provide their own
solutions, by
respecting each otherís feelings and cooperating.

During AER, we discussed these ideas with teachers and counselors, and
also explored the role description plays in telling a story from start to
finish. "ARTHUR," in particular, is a fast-paced program that moves easily
in-and-out of fantasies and dreams. DVS provides the links for
visually-impaired children, so they can follow along more easily with the
storyline.
Carey-Anne Scouler is herself a budding writer, having entered TV Guideís
"ARTHUR Story Contest" with a story about a blind student who joins
Arthurís class.

NEWS FLASH!

General Cinema Theatres plans to introduce DVS Theatricalô and the Rear
WindowÆ Captioning System in Seattle, Atlanta, and Philadelphia by early
1999. General Cinema is the first conventional movie theater chain to
install these technologies, which were developed by WGBH as part of the Motion
Picture Access Project. DVS Theatrical and Rear Window make it possible for
moviegoers with vision or hearing loss to enjoy first run films in
theaters.  They are currently available in Sherman Oaks, CA, and Lombard,
IL. We

MORE CABLE PROGRAMMING WITH DVS

Thanks to a new three year grant from the U.S. Department of Education,
cable programming with DVS will expand to include select programming on
both Encore and USA Network cable channels in addition to Turner Classic
Movies. We will be updating our DVS info line and Web site when information
becomes available.

PBS SCHEDULE

The following is the DVS broadcast schedule for October through December
on the Public Broadcasting Service (PBS). Some public television stations
may have different schedules, so be sure to check your local listings.

TURNER CLASSIC MOVIES

Through a partnership with DVS and the U.S. Department of Education,
Turner Classic Movies (TCM) cable channel presents the following classic

whenever they appear on the TCM channel. Please check your local listings. To
obtain the TCM cable channel, contact your local cable provider. Simply
activate the S.A.P. feature on your stereo television or VCR to access the
descriptions.

The following is the large format theater movie schedule with DVS for
October- December. For specific times, please call the theater nearest you.
If your local large format theater is not listed in the schedule, let them
know that you would like to see movies with DVS at their theater.

To access the descriptions, a theater-goer is given a small receiver,
approximately the size of a "Walkman," that has earphones attached. With
these headsets, the viewer will hear the descriptions from any seat in the
theater. Sound levels are also adjustable.
