If I remember right, the term "biological value" was based upon a
scale that rated the amino acids found in foods and the proportions
in which they were found as set against the standard of human milk.
It was pushed by the egg industry, because - as Wes has mentioned -
eggs came out on top. The term went out of fashion in the late 70s
or early 80s. Exactly why it went out of fashion, I'm not sure, but
it is definitely considered old hat nowadays. You can find tables
of the biological values of various protien sources in older
nutrition textbooks.
