I have seen cases where one can't get to the CMOS setup because the
values already stored there are invalid. You should be able to
restore them to a valid (but not quite correct) set of defaults by
shorting the "Clear CMOS" jumper on the motherboard; if this works,
you should then be able to get into CMOS config to customize the
settings as needed.
I haven't seen a case like this produce the rebooting that you
describe, but it's something to try anyways.
