I couldn't find the setupx.dll file either.
Every install has started with a format command from
the floppy. It is a real Win95b CD Rom.
I am kind of at a loss on this one.

I have checked all seventeen file CABs and there is no file
called setupx.* or setux.*. I even looked at the PLUS cd just
to see if maybe that might be your problem.
I suggest you completely reformat the hard drive and start over,
especially since you say you have already had a few failed attempts.
You might also want to look closely at your CD, is it a genuine
MS CD or is it something that a PC vendor burned themself and sent
out with thier system.
