I think what you  mean is that the PC will POST but it stops at the
beginning of the boot.
..usually that message appears right  before the boot..
If this is the case then I have had this problem....it's the mother board
...you can replace the BIOS chip for a quick fix but the board will corrupt
it again. You can check by stripping it down to  clean CPU Ram Video and
floppy and see if it will boot off a floppy.
If it won't boot ....you stop after the post.and get the message...then the
board is bad.
