With soft power on/off case, this is normal if something goes wrong at
beginning, you have to pull out the power from back to turn it off.

there are three things usually cause this problem.
1) Bad CPU / cpu didn't seal well. 2) Bad RAM / ram didn't seal well. 3)
Jumper setting, there is a jumper - to clear COMS, did you adjust it to
"normal" position?
If all of above failed, change a mobo.
