In my corner of Europe (Sweden) it is, but not readily in any food shop.
About 50 % of the meat I eat is elk, much because I have a source for
cheap ground elk meat. I can also get farmed wild boar, but it is not
real thoroughbred, so it has quite a lot of fat.
Ground beef sold here is always stated to have max 10 % fat.
